Western sanctions against Russia can only be eased if Moscow meets two conditions, one of which is the withdrawal of occupation forces from Ukrainian territory, according to Ukrainian President Volodymyr Zelenskyy's speech at the EuroCouncil.

The head of the Ukrainian state urged European leaders not to ease pressure on Russia, emphasizing that sanctions remain "very, very necessary."

"Sanctions must remain in place until Russia starts withdrawing from our land and fully compensates for the damage caused by its aggression. I urge you to keep fighting against sanction evasion schemes and Russia’s attempts to finance its war effort," Zelenskyy added.

The president stressed that continuing diplomatic efforts to end the war does not mean reducing pressure on Russia. Maintaining pressure is crucial to minimizing the risk of Moscow's deception.

"We all know how easily Moscow disregards its promises — one moment they give their word, and a few hours later, it means absolutely nothing. We must keep pushing Russia toward peace. Together with you, with the United States, and with our other partners, we can do this," he emphasized.

US may ease sanctions

Earlier, Reuters reported that the United States is preparing a plan to ease sanctions against Russia. In particular, American officials are working on a proposal to lift restrictions on certain legal entities and individuals.

Washington is also reportedly considering the possibility of lifting some energy-related sanctions on Russia.

Meanwhile, on March 19, US Special Presidential Envoy for the Middle East Steve Witkoff stated that sanctions against Russia could be eased after Ukraine and Russia reach an agreement on a full ceasefire.
