Ukrainian President Volodymyr Zelenskyy met with EU High Representative Josep Borrell in Kyiv on Monday, November 11. They discussed the supply of one million artillery shells to the Ukrainian Armed Forces, stated Zelenskyy.

"Today, I had a meeting with the head of European diplomacy, Borrell. Our relations with the EU, our cooperation. Very important news: by the end of the year, European partners must fully implement the initiative to supply Ukraine with one million shells for our artillery," Zelenskyy said.

According to the President, he also discussed with Borrell:

  • Further cooperation between Ukraine and the EU
  • Increasing military aid
  • Lifting restrictions on strikes against military targets on Russian territory
  • Unlocking support within the European Peace Facility and completing all procedures for providing Ukraine with $50 billion in accordance with the G7 decision.

Shells for Ukraine

In March 2023, EU Defense and Foreign Ministers agreed on a plan for joint procurement of ammunition aimed at supplying Ukraine with 1 million shells over the course of a year.

However, in November, the EU announced that it may not be able to fully implement the plan to deliver the promised 1 million artillery shells to Ukraine by March 2024.

Earlier, EU High Representative Josep Borrell stated that the EU is close to fulfilling its promise regarding the annual supply of artillery shells to Ukraine, with deliveries nearly reaching the target.
