President Volodymyr Zelenskyy may attend the European Council summit scheduled to take place in Brussels on June 26–27, though his participation is not yet confirmed due to his tight and complex schedule, RBC-Ukraine reports, citing a source within the European Union.

According to the source, the summit's agenda will include the usual areas of work, with a particular focus on supporting efforts toward a comprehensive, just, and lasting peace in Ukraine.

"There have been such efforts. We know they haven't resulted in anything concrete. We know that Russia refuses to take a step toward a ceasefire. This isn't about Ukraine, and it's important that the signal of support - and the discussion of these efforts - includes backing from the US, as we call it, and that the goal of achieving sustainable peace receives support," the source said.

The source also noted that discussions will include both financial and military assistance to Ukraine.

"There's the issue of enlargement. And here we expect the Council to clearly articulate not only the achievements Ukraine has made, but also the need to move forward in its accession process. I can explain that in a bit more detail," the source told the media outlet.

This includes tools that could be used to pressure Russia into real negotiations and a ceasefire. It's not just about sanctions - the 17th package has already been adopted, and a significant 18th package is under consideration.

"Unfortunately, it won't be approved before the European Council summit. But we expect that following the discussion, it can be adopted by the Council. There's also the issue of extending the current sanctions, and we hope this will also be addressed after the summit. Now, of course, you'll ask whether the conclusions will be adopted by 26 or 27 countries,” RBC-Ukraine's source added.

The source emphasized that the main goal is for all 27 EU countries to approve the summit conclusions.

"But realistically, based on what we know now, Hungary's position, its strategic divergence, has not changed. So I think we can expect that the conclusions will be adopted by 26 countries," the source noted.

New EU sanctions package against Russia

As previously reported, EU leadership plans to prohibit European companies from cooperating with two Chinese banks that have helped Russia bypass existing trade restrictions. These measures are part of the proposed 18th package of EU sanctions.

The package is aimed at increasing pressure on Moscow to force an immediate ceasefire and begin peace negotiations.

The European Commission is expected to present the new sanctions package by the end of June, with the EU hoping to reach an agreement among all member states before the Brussels summit on June 26.

However, some media outlets note that the 18th package may be one of the most powerful since the start of Russia's full-scale invasion, and approving it may prove difficult for Brussels.
