Ukraine needs a doctrine that will outline the main issues of the country's future. In Zelenskyy's address to the Verkhovna Rada on the occasion of Constitution Day, he stressed the need for a clear, unambiguous, and bold doctrine for Ukraine as it advances towards victory.

"Just as the Constitution lays the foundations, we need a doctrine for our state. A clear, unambiguous, bold doctrine. For Ukraine as it advances towards victory. For a victorious Ukraine," Zelenskyy said.

According to the President, this doctrine should answer all fundamental questions about Ukraine and the future of Ukrainians.

"For us, for our neighbors, and for everyone in the world. We need a new system, new rules, new opportunities," Zelenskyy said.

According to Zelenskyy, Russia is losing in all its efforts, and this is no longer a dream, it is a reality. He added that even now, despite the war, Ukrainians continue to follow the path of change.

"I am sure that the first day of peace after this war, the first day of our well-deserved victory will also be the first day of further rapid transformation of Ukraine. The foundations of our lives, our institutions, economic practices, social habits, policies and everyday life. What we cannot change now, while the war is ongoing, we will change in the process of our recovery. Our transformation. We will create a new and much stronger Ukraine," he said.

Who will determine Ukraine's doctrine?

Zelenskyy said that the determination of the doctrine for Ukraine as a victorious nation will be a collective effort, just as defending freedom and independence has been. He underlined his role as the guarantor of Ukraine's state sovereignty, territorial integrity, adherence to the Constitution of Ukraine, and the rights and freedoms of individuals and citizens. Zelenskyy said that he is committed to the strategic, European, and Euro-Atlantic course of Ukraine.

Zelenskyy clarified that to fulfill these obligations, he proposes a nationwide discussion to establish the foundations and main principles of Ukraine's future doctrine. He added that a shared vision for Ukraine after victory is essential.

Main principles of Ukraine's new doctrine

Zelenskyy outlined five key principles for the Ukrainian doctrine that should be open for discussion: the philosophy of Ukraine's victory, the global dimension of Ukrainian security, a policy of heroes, a policy of justice, and a 10-year transformation plan.

The Ukrainian peace formula

Earlier, President Volodymyr Zelenskyy initiated the "peace formula" to halt the war in Ukraine. The formula consists of ten points aimed at ensuring security in Ukraine in the context of ongoing military operations. These points include:

1. Radiological and nuclear security (withdrawal of the Russian Federation from the territory of the Zaporizhzhia Nuclear Power Plant and renouncement of nuclear threats).
2. Food security (expanding the grain initiative).
3. Energy security.
4. Release of all captives and deportees ("all for all" principle).
5. Implementation of the UN Charter and restoration of territorial integrity and the global order.
6. Withdrawal of Russian troops and cessation of hostilities.
7. Justice.
8. Ecocide and the urgent need for environmental protection.
9. Prevention of escalation.
10. Fixation of the end of the war.
