The US and Russia have prepared a peace plan for Ukraine that includes meeting the Kremlin’s maximalist demands, according to Reuters and Financial Times journalist Christopher Miller on Twitter (X).

According to unnamed Reuters sources, the US has indicated to Ukrainian President Volodymyr Zelenskyy that Kyiv should accept the framework for ending the war with Russia prepared by Washington.

Specifically, the plan involves Ukraine giving up part of its territory and certain types of weapons.

It also foresees a reduction in the size of the Ukrainian Armed Forces.

Meanwhile, Miller wrote that Ukraine received an urgent proposal from Russian President Vladimir Putin’s envoy Kirill Dmitriev and the US President’s special envoy Steve Witkoff. It was delivered to the Secretary of Ukraine’s National Security and Defense Council, Rustem Umerov.

Such a proposal is "effectively equivalent to Ukraine’s capitulation." Its key points include:

  • Reducing the Ukrainian army by half;

  • Giving up certain types of weapons;

  • Renouncing the Donbas.

According to Financial Times sources, the plan was created by a group of current and former US and Russian officials. It is still "at the level of a general concept."

The plan, in particular, envisions halting US military aid to Ukraine, which would leave the country vulnerable in the event of renewed aggression.

It also mentions recognizing Russian as an official state language in Ukraine and granting official status to the Ukrainian Orthodox Church (Moscow Patriarchate).

Sources described the plan as "very favorable" to Russian President Vladimir Putin.

At the same time, unnamed Ukrainian officials told the FT that such a plan is unacceptable for Ukraine without significant changes.

Rumors about a peace plan

Earlier reports indicated that US officials are secretly consulting with Russian counterparts to develop a new peace plan for Ukraine.

The plan is reportedly to consist of 28 points. It envisions peace in Ukraine, security guarantees, and more.

At the same time, Western media reported that the proposals were being developed without Ukraine’s involvement. Kyiv is expected to be presented with the plan as a fait accompli – a US delegation is set to introduce the initiative tomorrow, November 20.

Russian officials have already stated that they are unaware of any peace proposals from the US.
