The US currently believes that a complete ceasefire between Ukraine and Russia is possible only after the signing of a framework agreement. At the same time, Washington is not considering a separate energy truce, President of Ukraine Volodymyr Zelenskyy made this statement during a meeting with journalists.
Complete ceasefire
"The United States, after multiple negotiations with the Russian side, believes that a full ceasefire can occur only with the signing of a framework agreement. In my view, it is no secret that the Russians will not agree to a ceasefire without any agreement," the president said.
He also emphasized that Ukraine’s position has not changed — a complete ceasefire remains necessary.
Energy truce
Commenting on the possibility of an energy truce and a maritime truce, Zelenskyy said that Türkiye had been working on such a plan. This was confirmed by Turkish President Recep Tayyip Erdoğan.
"He wanted to organize the corresponding meeting — first at the team level, then at the leaders’ level. I told him that we are ready. The United States today believes that we are close to an agreement: let’s do it, and there will immediately be a ceasefire everywhere, and then we can start various other steps," the Ukrainian president explained.
He suggested that the US took this position after the Russians warned them that a truce would not happen without a signed agreement.
Ukraine’s position on a truce
Recently, Commander-in-Chief of the Armed Forces of Ukraine Oleksandr Syrskyi stated that a just peace for Ukraine means ending the war without preconditions and without relinquishing any territory.
The general also noted that the parties must first establish a complete ceasefire before beginning negotiations.
Syrskyi emphasized that any other format is unacceptable for Ukraine.
