What happens if Biden rejects victory plan: Zelenskyy tells about plan B
If US President Joe Biden rejects Volodymyr Zelenskyy's victory plan, Ukraine will have to continue to live by Plan B. But this is a terrible conclusion that would mean that America does not want a Ukrainian victory, according to Zelenskyy's interview for The New Yorker.
In particular, when asked if there is a “plan B” if the US president rejects the victory plan, Zelenskyy said that Ukraine has been living by such a plan for many years.
According to him, “Plan A” was proposed before the full-scale war, when Ukraine called for preventive strengthening and sanctions against Russia. This did not happen.
"I’m now proposing a new Plan A. This plan means we change the current course, where it’s only thanks to the strength of our military, the heroic devotion to the European values of our people and our fighters, that we have stood our ground,” he said.
The victory plan envisages strengthening Ukraine so that the war does not drag on. It does not require the involvement of the Russian side but rather outlines what the partners can do without the participation of Russia.
“This plan is designed, first and foremost, with Biden’s support in mind. If he doesn’t want to support it, I cannot force him. If he refuses - well, then we must continue to live inside Plan B. And that’s unfortunate," Zelenskyy added.
He called Biden's possible refusal a “horrible thought.” This would mean that Biden does not want the war to end in any way that would deprive Russia of victory. And as a result, the war will drag on, he emphasized.
What is known about the victory plan
The Victory Plan is also called the 4+1 plan. It contains four basic points and one additional point (for the postwar period). One of the points is to define Ukraine's strategic place in the global security structure. The second is a package to force Russia to end the war through negotiations; the third is an economic one. An important element is the military operation in the Kursk region.
The victory plan will be presented next week to US President Joe Biden, as well as to candidates Kamala Harris and Donald Trump.

Earlier, the White House said it had not seen Zelenskyy's victory plan. But they promised a number of quick initiatives.
