The US State Department believes that Ukraine is currently in a position that allows it to speak of its advantage in the war against Russia, states US Deputy Secretary of State for Foreign Assistance, Humanitarian Affairs, and Religious Freedom Jeremy Levin.

The American official made the statement regarding Ukraine during a Ukrainian lunch in Gdańsk, organized by the Victor Pinchuk Foundation – the event took place on the eve of the international Ukraine Recovery Conference (URC-2026).

According to him, Ukraine continues to work on consolidating a new stage of the war and currently holds the position of a winner.

"As of now, we are in a position where Ukraine is winning the war at this moment," stated Jeremy Levin.

The US Deputy Secretary of State also drew attention to the change in the situation compared to previous years. He said that previously, Ukrainian troops would wait for winter, when the Russian army could slow down its activity, but now, on the contrary, it is Russia that is counting on the onset of cold weather, while Ukraine continues to apply pressure.

Levin also recalled that even in harsh winter conditions, Ukraine was able to change the course of events and strike infrastructure facilities on Russian territory.

"Now is a very important moment: Ukraine can continue to exert pressure on the front," he added.

In addition, the State Department representative mentioned a possible review of sanctions policy on Russian oil. He assured that Washington will continue to coordinate sanctions steps with European partners.

According to Levin, the US remains committed to supporting Ukraine and continuing international pressure on Russia.

US has shifted its vector regarding Ukraine

The US has recently changed its position on Ukraine on the international stage, promising greater support in the war and assessing Kyiv's actions as positive.

This refers, in particular, to the words of US President Donald Trump. He stated that Volodymyr Zelenskyy's affairs are going pretty well and that he is holding his ground regarding Russia.

Trump himself also spoke about a possible review of the sanctions policy toward Russia. Kyiv views this as a positive signal.
