The US has sent UN Security Council members a draft resolution to establish an international force in Gaza for at least two years. This will grant broad powers to govern the territory, Axios reports.

International forces with broad powers

The agency writes that the draft resolution is marked as sensitive but not secret. The document provides that the US, together with other participating countries, will receive a broad mandate to manage security in Gaza until the end of 2027, with the possibility of extension.

The document is expected to form the basis for negotiations in the Security Council in the coming days.

According to the US official, the vote could take place in the coming weeks, and the first units of the International Security Force (ISF) could be deployed in Gaza by January.

Not peacekeepers, but law enforcement forces

As the US official clarifies, the future international forces will not have peacekeeping status, but will act as law enforcement forces. The ISF will include troops from several countries, including Indonesia, Azerbaijan, Egypt, and Türkiye.

They will be created in close cooperation with the Gaza Peace Council, which, according to US President Donald Trump, he plans to head.

Tasks of security forces

The main tasks of the ISF will be to secure Gaza's borders with Israel and Egypt, protect the civilian population and humanitarian corridors, and train new Palestinian police forces.

In addition, the forces are to stabilize the security situation, demilitarize the region, in particular by eliminating the weapons of non-state groups, including the disarmament of the terrorist group Hamas.

Transitional administration control

The project also provides for the creation of a Peace Council, as a transitional administration that will set priorities and coordinate funding for the reconstruction of Gaza.

Under the Council's leadership, a technocratic committee of Palestinian experts will be responsible for the day-to-day management of the sector. The Peace Council is expected to begin functioning even before the committee is established.

According to the project, ISF forces will operate under a single command agreed upon with the Peace Council. They are allowed to use all necessary measures to fulfill their mandate in accordance with international and humanitarian law.

At the same time, ISF operations will be closely coordinated with Israel and Egypt.

Transition period

The ISF is expected to provide security during the gradual withdrawal of Israeli troops from Gaza. During this time, the Palestinian Authority is to carry out reforms that will allow it to take full control of the region in the future.

The deployment of international forces in the Gaza Strip is one of the points of the ceasefire agreement between the Palestinian Islamist group Hamas and Israel.

Peace in Gaza and military presence

On October 13, US President Donald Trump, together with representatives of Egypt, Qatar, and Türkiye, signed a document ending the war between Israel and Hamas in the Gaza Strip.

The Trump administration is currently working to preserve this agreement, which has been threatened by new Israeli strikes on Hamas positions.

The US is reportedly planning to send about 200 troops to Israel to ensure stability in the Gaza Strip, in particular to deploy them between the IDF forces and the Palestinians.

However, as clarified later, it became clear from the words of the American admiral that the US does not plan to deploy troops directly in Gaza.
