US President Donald Trump stated that the US, together with Europe, is working on security guarantees for Ukraine. According to him, Europe will play a major role in this process, as reported in a White House broadcast.
During a press exchange, journalists noted that it seems Ukraine is being offered an agreement similar to NATO’s Article 5, but without Kyiv’s membership in the Alliance.
For this reason, reporters asked what incentive Ukraine would have to give up territory (referring to Donbas) if such guarantees were offered. Trump responded:
“They've already lost territory, to be honest. If territory is lost, but in terms of security guarantees, we are working with Europe on it. Europe will be a big part of it. We are working on security guarantee so the war does not start up again,” the US president said.
US peace plan and security guarantees for Ukraine
In November, the US presented a new 28-point peace plan to end the war. The document is still being refined, as it was initially clearly favorable to Russia, and key issues are now being addressed - including territories, security guarantees, and more.
On December 14 and 15, a meeting took place in Berlin between Ukrainian President Volodymyr Zelenskyy, Trump’s team, and European leaders. All parties reported progress, but it remains unclear whether Russia will agree to the new revisions of the document.
Meanwhile, the Wall Street Journal reported that the US is offering Ukraine legally binding security guarantees, similar to NATO’s Article 5, but without formal membership in the Alliance.
According to sources, the US promised protection against any aggression, aiming to break the deadlock in peace negotiations. Ukrainian President Volodymyr Zelenskyy has already commented on the US guarantees, noting that the document will need to be approved by Congress.
Additionally, after the Berlin meeting, European leaders publicly presented their own plan for security guarantees for Ukraine. It consists of six key points, covering military support, a mechanism to monitor a ceasefire, legally binding security guarantees, and more.
