The overwhelming majority of Ukrainians believe that elections should not be held until the war has fully ended and a peace agreement is in place, according to a poll by the Kyiv International Institute of Sociology (KIIS).

In May 2025, the Kyiv International Institute of Sociology (KIIS) once again posed the question of whether national elections should be held in the event of a ceasefire and under security guarantees.

According to the survey, the vast majority of Ukrainians (71%) do not support holding elections after a ceasefire, even with security guarantees. They believe elections should take place only after a final peace agreement and the complete end of the war. Meanwhile, 25% believe that elections should be held after a ceasefire or even immediately.

At the same time, compared to March 2025, there has been a slight increase in the number of those who support holding elections after a ceasefire or even immediately — from 19% to 25%. Meanwhile, the share of those who believe elections should only be held after the complete end of the war has decreased from 78% to 71%.

The Kyiv International Institute of Sociology (KIIS) conducted a nationwide public opinion survey between May 2 and 12, 2025, interviewing 1,010 respondents.

A March 2025 survey by the Razumkov Center showed that only 22% of Ukrainians had a positive attitude toward holding presidential or parliamentary elections before the end of the war. The majority of respondents (66%) viewed this negatively.

First Deputy Chairman of Ukraine's Parliament – Verkhovna Rada – Oleksandr Korniienko stated that "elections can be held within six months after the legal regime of martial law ends — or more precisely, not earlier than that."
