Ukrainian MoD technologies to enter serial production: What will change

Defense Minister Denys Shmyhal announced the launch of an experimental mechanism for transferring technologies developed within the Ministry of Defense system into serial production.
"The government has opened the way for manufacturers to use Ministry of Defense technologies. We are launching an experimental mechanism to transfer technologies developed within the Ministry of Defense system into serial production," Shmyhal said.
According to him, decisions and developments that have proven their effectiveness can be simultaneously scaled by multiple manufacturers, which will increase production volumes and supply the front with tested equipment.
The Ministry of Defense also expects to expand the range of weapons through state developments and involve NATO partners’ potential in improving these technologies via the new export procedure.
Shmyhal clarified that the technologies remain state-owned, and access to them will be granted only to verified manufacturers according to clear criteria.
He added that this will accelerate the development of new experimental models, allow scaling up their production, reduce dependence on imports, and deepen international cooperation so that every tested technology works to benefit the military and strengthen the country’s defense capabilities.
Ukraine to increase defense spending
Earlier, the Cabinet of Ministers approved a draft law on amendments to the 2025 State Budget, which provides for additional funding for the security and defense sector.
According to the document, expenditures from the general fund of the state budget are planned to increase by 317 billion hryvnias, the majority of which will be allocated to the needs of the Ministry of Defense of Ukraine.
The funds are intended for:

Salaries of military personnel and other mandatory payments to service members;

Procurement, modernization, and repair of weapons, military equipment, and hardware;

Development of the defense-industrial complex and implementation of new technologies in the defense sector.
