A framework agreement to halt Russia's war against Ukraine could be finalized in the near future. According to Politico, it will be presented to Ukraine and the European Union as a completed decision.
According to the outlet, citing a senior White House official, the US President Donald Trump's team held negotiations with Moscow without the participation of the European Union or Ukraine. The White House plans to present the outcome of these talks to Kyiv as a finalized and already-approved decision.
According to Politico's source, Ukrainian President Volodymyr Zelenskyy is under pressure from internal corruption scandals and Russian advances in several areas. US officials believe that these factors will force the Ukrainian government to accept the proposed terms.
It is noted that Zelenskyy may be presented with the new US plan as early as tomorrow, November 20, during a meeting with a delegation of American military representatives.
Earlier, Axios reported that the United States and Russia are discussing a 28-point peace plan covering four categories: peace in Ukraine, security guarantees for Ukraine, security in Europe, and the future relations among the United States, Russia, and Ukraine.

According to Axios, the 28-point US plan is inspired by US President Donald Trump's successful efforts to reach a peace agreement regarding Gaza. At the same time, the outlet notes that it remains unclear how the plan addresses the complex issue of territory.
According to a US official, the plan is being developed under the direction of Trump's special envoy, Steve Witkoff. He has already discussed it with the Russian envoy Kirill Dmitriev.
The US official confirmed that the White House has begun informing not only Ukrainian but also European officials about the new plan. The Trump administration believes there is a real chance to win the support of Ukraine and European partners, and that the plan will be adjusted based on proposals from different sides.
The President of Ukraine arrived in Türkiye today, November 19, for a working visit. He was met at the airport by the Secretary of the National Security and Defense Council of Ukraine, Rustem Umerov, among others.
It is known that President Zelenskyy is scheduled to hold talks today with Turkish President Recep Tayyip Erdoğan.
Zelenskyy earlier stated that he would travel to Türkiye to step up negotiations, offer prepared solutions to partners, and resume prisoner exchanges.
