Germany plans to provide Ukraine with an additional €100 million. The funds will be used to restore water, energy, and transport infrastructure damaged by Russian attacks, a letter from Germany's Finance Ministry says, according to Reuters.
Germany's assistance to Ukraine
The additional €100 million ($113 million) from Germany will be used not only to restore infrastructure but also to strengthen Ukraine's resilience against intensified Russian attacks.
The funds will supplement Ukraine's 2026 budget financing and cover damage caused by Russian attacks, according to a letter sent to the parliamentary budget committee.
The letter states that, as winter approaches, 80% of Ukraine's energy capacity has been destroyed since Russia launched its full-scale invasion in 2022. Attacks in October caused power outages in more than a third of Ukraine's regions.
The funds will be allocated to:
-
Decentralized electricity generation and storage equipment;
-
Repairs to water supply and energy infrastructure;
-
Firefighting equipment;
-
Repairs to school buildings.
Other support for Ukraine
In September, the German government had already allocated €250 million to support Ukraine through the Ukraine Energy Support Fund.
"This need is unforeseen, as at the time the federal budget for 2026 was adopted, the intensity of the conflict could not have been predicted," the letter states.
Chancellor Friedrich Merz's government has been the largest European donor to Ukraine, providing billions of dollars in military assistance.
Earlier, RBC-Ukraine reported that Berlin would host a summit of the Coalition of the Willing in the coming weeks. Participants plan to coordinate assistance to Ukraine, security guarantees following a ceasefire, and further diplomatic steps.
In addition, Germany and the United Kingdom are seeking additional air defense systems for Ukraine. A plan for other partners is expected to be prepared ahead of the November 17 Ramstein meeting.
The next meeting of the Ukraine Defense Contact Group, also known as the Ramstein Group, is scheduled to take place on November 17 in Brussels.
