By the end of 2025, Ukraine plans to open four additional embassies, expanding its diplomatic presence in the Dominican Republic, Ecuador, Panama, and Uruguay, according to Ukrainian Foreign Minister Andrii Sybiha.

"Ukraine plans to open four more embassies by the end of 2025 — in the Dominican Republic, Ecuador, Panama, and Uruguay," Sybiha said.

The Foreign Minister also announced plans to open more than 10 new consular offices by the end of this year.

New consulates are expected to open in Romania, Iraq, Italy, Germany, Slovakia, and two each in France and Poland.

Additionally, Ukraine's consulates in Antalya and Gdańsk are expected to be upgraded to the level of general consulates.

Ukraine expands diplomatic network

Following the start of Russia's full-scale invasion, Kyiv has significantly stepped up its diplomatic efforts to gain broader international support and communicate the reality of the war to the global community.

This push has included greater engagement with Africa, Latin America, Asia, and the Middle East — regions often referred to collectively as the Global South.

Last year, President Volodymyr Zelenskyy tasked Ukraine's diplomatic service with opening new embassies across Africa.

As part of that effort, Ukraine officially opened embassies in Côte d'Ivoire and the Republic of the Congo in April 2024.
