Ukraine to get separate article in EU budget - Finance Ministry reveals start year

Starting in 2028, the European Union budget will include a separate article for long-term financing of Ukraine’s state budget deficit, Ukrainian Minister of Finance Sergii Marchenko reports.
“There is an understanding that starting in 2028, we will have our own line in the EU budget, our own program, which will finance Ukraine’s needs… In 2028, we will expect cooperation with the European Commission within the framework of the EU long-term budget,” the Minister of Finance said.

In the EU long-term budget for 2028–2034, the European Commission has planned €100 billion to support Ukraine.
The European Parliament and the European Council are expected to express their positions on the budget. Overall, the long-term budget is planned to be approved by the end of 2027.
Ukraine’s needs
The basic scenario of the National Bank of Ukraine (NBU) macroeconomic forecast anticipates an increase in Ukraine’s external financing needs.
The National Bank forecasts that in 2025, Ukraine will receive about $54 billion in external financial assistance. This will allow the country to cover the budget deficit without issuing debt, even amid growing defense expenditures.
In 2026, Ukraine is expected to receive around $35 billion, and in 2027 - $30 billion in external support. A third of these funds have already been announced by partners, while negotiations continue regarding the rest.
