The State Service for Special Communications and Information Protection of Ukraine is working on a draft resolution of the Cabinet of Ministers regarding the creation of a registry of banned software (SW), according to the press service of the State Special Communications Service.

According to the Director of the Department of State Control in the Field of Information Protection and Security Audit of the State Special Communications Service, Ihor Stelnyk, the issue of hostile software in Ukraine is "very painful."

"The issue of enemy software is an acute one. Certain enemy software is constantly disguised as Ukrainian or European brands," he noted.

He added that despite the decision of the National Security and Defense Council of Ukraine, which imposed restrictive measures (sanctions) on a number of Russian websites and software products, not all users have switched to domestic or foreign software for various reasons.

This issue is intended to be addressed by the recently adopted 4336-IX Law. The law mandates that state authorities use software, except for those included in the registry of banned software.

"The SSSCIP Administration is currently reaching the final stage of preparing the draft Cabinet of Ministers resolution, which will regulate the creation and use of the register of prohibited software. Therefore, I would very much like, and even strongly urge, that the professional community be engaged in the process of selecting criteria for including SW in this register," Stelnyk added.

In Ukraine, preparations are underway to ban Russian software and resources

Earlier, we reported that the Ukrainian Parliament is proposing to strengthen digital security and protect Ukraine from cyberattacks by restricting the use of Russian digital products and prohibiting access to websites owned by individuals or organizations under sanctions.

The proposal includes banning the distribution and use of software products or their components by legal entities in Ukraine if they:

  • originate from a sanctioned state (if the copyright holder is a foreign legal or physical person from an aggressor country),

  • were created by a developer (individual) who is a resident of such a state,

  • were created by a legal entity in which a portion of the statutory capital is owned by such a foreign state,

  • were created by individuals or companies under the control of foreign entities or individuals involved in terrorist activities,

  • were created by individuals or companies under sanctions,

  • were created using the source or object code of software products or their components that are subject to sanctions.

Furthermore, the draft law also mentions the prohibition of access to:

  • electronic information resources on the internet (webpages, websites, and other web resources),

  • electronic communication networks,

  • electronic communication systems,

  • information systems,

  • information and communication systems.
