Ukraine sees rising mobilization over past year, says Defense Minister

Ukraine’s current mobilization level is sufficient to restore personnel numbers and create reserves, Ukraine’s Defense Minister Denys Shmyhal stated in an interview with Sky News.
He said that Ukraine’s mobilization over the past 12 months has been completely stable and is showing an upward trend.
"We've mobilized the needed quantity of personnel to cover all our losses and form small reserves," Shmyhal explained.
At the same time, he noted that Russia replenishes its losses despite them being five times higher than Ukraine’s.
"They cover all of these losses, so for them, there is no problem that they lost 1 million people since the beginning of this war. Half of them were killed. So they continue just firing, burning their people in the fire of war, not calculating how many they have lost. So this is a challenge and this is a problem," Ukraine’s Defense Minister said.
Shmyhal on mobilization
Earlier, Shmyhal said that mobilization in Ukraine is proceeding according to plan and almost always without incidents, with only 5–10% of cases causing public attention.
"90% of mobilization happens absolutely normally — people receive their draft notices and come to serve," he explained.
Shmyhal also addressed cases of so-called busification, or forceful mobilization in Ukraine, acknowledging that such incidents do occur.
