Ukraine's Security Service (SBU) prevented a large-scale attempt by Russian intelligence to carry out a series of terrorist attacks in the capital, according to the SBU press service.

According to the investigation, the Federal Security Service of Russia (FSB) was preparing explosions in the Kyiv subway and large shopping and entertainment centers, as well as contract killings of well-known Ukrainians.

Counterintelligence officers established that the organizer of the crimes was a resident of temporarily occupied Crimea who, after 2014, began working for the FSB. He recruited like-minded individuals among his acquaintances, including Ukrainian citizens who were exempt from mobilization.

One of the recruited agents arrived in Kyiv via a third country. There he was to find a weapons cache, a Makarov pistol, and carry out a contract killing of a well-known media figure.

Additionally, the agent was tasked with preparing attacks in several major shopping malls and at one subway station. For this, he received instructions on how to make improvised explosive devices equipped with mobile phones for remote detonation at rush hour.

The aim of the sabotage was to sow panic among Kyiv residents and destabilize the situation in the capital.

Thanks to the SBU's operational actions, the agent was exposed before he implemented the criminal plan. Investigators documented all his contacts with the handler from Crimea.

The FSB resident has already been charged under three articles of the Criminal Code of Ukraine:

  • High treason (Part 2, Article 111)

  • Terrorist act (Part 2, Article 258)

  • Illegal handling of weapons (Part 1, Article 263)

Since the suspect is located in a temporarily occupied territory, measures are underway to bring him to justice. The investigation is also identifying other members of the FSB agent network.
