Work with the American delegation on the peace plan is ongoing in Kyiv. At the same time, information about alleged approval or removal of points does not correspond to reality, according to the National Security and Defense Council (NSDC) Secretary, Rustem Umerov.

"While work with the American delegation continues in Kyiv, assumptions about the content of the consultations are appearing in the public space. I want to immediately clarify briefly: during my trip to the United States, my task was technical — organizing meetings and preparing the dialogue," Umerov stated.

According to him, he provided no evaluations or, even more so, approval of any points. This is not within his powers and does not correspond to procedure.

He also emphasized that yesterday a conversation took place between Ukrainian President Volodymyr Zelenskyy and the American delegation authorized by U.S. President Donald Trump. Today, the work continues in Kyiv at the technical level between the teams.

"We are carefully studying all proposals from partners, expecting the same respectful attitude toward the Ukrainian position. Media publications about alleged approvals or ‘removal of points’ have nothing to do with reality. These are examples of unverified information that appeared outside the context of consultations," he added.

The NSDC Secretary also stressed that Ukraine is carefully processing the partners’ proposals within its unchanged principles — sovereignty, the safety of people, and a just peace.

Background

Earlier, it was reported that, according to US presidential press secretary Karoline Leavitt, Rustem Umerov had already approved “most of the plan” during negotiations.

At the same time, the United States also stated that they received a "positive response" from Umerov regarding the proposed plan, but did not claim that Ukraine agreed to the deal.

A senior US official also said that Ukraine made a significant change to one of the key points of the US peace plan by removing the provision on monitoring international aid.

Allegedly, under the original wording, the plan required verification of all international assistance received by Ukraine, supposedly to identify potential corruption. However, in the new version, this requirement has been removed: instead of verification, it proposes that all sides receive “full amnesty for their actions during the war.”

Also today, the full text of the 28-point peace plan, which the United States is urging Ukraine and Russia to sign in the near future, was published online.
