Ukraine aims to force Russia to end its large-scale military aggression. The ability of the Ukrainian Armed Forces to destroy military targets located within Russia could pressure the Kremlin to pursue peace and minimize Moscow's ongoing terror, states Ukraine's Permanent Representative to the UN, Sergiy Kyslytsya.

During his speech at the United Nations Security Council session on the Maintenance of peace and security of Ukraine on September 10, Ukraine's Permanent Representative to the UN, Sergiy Kyslytsya, emphasized that Ukraine truly wants to end this war, as above all, Ukraine desires peace.

"Ukraine wants peace. But Ukraine also wants to save its people as well as its statehood. It is the Russian dictator who does not want peace and is obsessed with territorial conquests. He wants Ukrainian cities, or rather their ruins, as a symbol of his victory," Kyslytsya said.

He explained that this is why Ukraine needs the strength and ability to destroy Russia’s means of killing and destruction, which strike Ukrainian settlements while remaining at a significant distance from their targets.

"That is, where they are stationed and at a time when they pose a threat only to those who use them, and not to peaceful Ukrainians," Ukraine’s representative to the UN stated.

He highlighted the importance of ending Russia's war against Ukraine by establishing a just peace under international law and restoring sovereignty, as outlined in Ukraine's Peace Formula.

"We need to force Russia to seek peace. A comprehensive, just and lasting peace in line with the principles of the UN Charter, as envisaged by both the UNGA Resolution ES-11/6 and the Ukrainian Peace Formula," Kyslytsya stressed.

The UN has previously acknowledged that it lacks the tools to compel Russia to adhere to international law.

On September 10, Ukrainian Prime Minister Denys Shmyhal stated that a key factor in winning the war could be securing permission to use long-range weapons against military targets within Russian territory.

That same day, US Secretary of State Antony Blinken noted that President Joe Biden does not rule out the possibility of Ukraine launching missiles deep into Russian territory.
