During the meeting of the High-Level Inter-Ministerial Committee of the European Gendarmerie Force (EUROGENDFOR), Ukraine officially acquired the status of Observer, according to the Ministry of Internal Affairs of Ukraine.

The relevant declaration on this decision was signed by a delegation of the National Guard headed by Commander Oleksandr Pivnenko.

“The National Guard of Ukraine has integrated into the European community of law enforcement agencies with military status to implement the state's strategic course of full membership in the EU and NATO,” the Ministry of Internal Affairs of Ukraine said.

Observer status

First of all, the decision to grant Ukraine this status in the European Gendarmerie Force is an important step in Ukraine's European integration course aimed at achieving full membership in the EU and NATO.

The Observer status opens up new prospects for the National Guard, including:

  • participation in EUROGENDFOR missions and exercises,
  • exchange of experience,
  • studying and implementing European standards in the areas of public security, crime, and terrorism.

This will allow Ukraine not only to strengthen its capacity in the field of public security but also to expand its participation in international events and implement joint technical assistance projects.

European Gendarmerie Force (EUROGENDFOR)

This is an international law enforcement organization with military status created to respond quickly to crises.

The main goal is to ensure public safety, law and order, and stability in regions where conventional civilian law enforcement agencies do not operate.

EUROGENDFOR was established in 2006 at the initiative of France, Italy, Spain, the Netherlands, and Portugal. Its status is enshrined in the Welsen Treaty of October 18, 2007.

It is composed of countries that have their own national gendarmeries or similar formations that combine police and military functions.

Main tasks of EUROGENDFOR:

1. Ensuring law and order in crisis regions where there are no local authorities.
2. Assisting international missions of the UN, EU, or NATO in maintaining public security.
3. Training and preparation of local law enforcement agencies in countries recovering from conflicts.

The peculiarity of these forces is their flexible status. They can act as civilian police, but at the same time have military capabilities, which allows them to work effectively in conflict zones or during emergencies.
