The Russian forces failed to achieve significant battlefield success in Ukraine over the winter, despite a massive concentration of forces at the front. Therefore, they have launched campaigns of energy terror and disinformation in the information space, states Head of the Office of the President Kyrylo Budanov.

Budanov noted that, following the winter campaign, Russia’s territorial gains have been critically small — essentially negligible.
“Their territorial gains are negligible. Probably the smallest compared to all other periods of all the campaigns against Ukraine that they have conducted,” he said.
According to Kyrylo Budanov, Russia was able to influence society in another way. Russians carried out many terrorist attacks against critical infrastructure; they have achieved some progress, and the consequences are currently being felt by every Ukrainian.
According to him, terrorist attacks against infrastructure and its destruction were the main successes of the Russian units during the winter. However, as the weather gets warmer, this factor will play a smaller role.
Budanov also ridiculed Russia’s claims about allegedly capturing a number of Ukrainian cities. He recalled Russia’s five-time capture of Kupiansk and lies about the occupation of other settlements, noting that this is simply propaganda.
“This is just a fact. But there are also facts that we are still constantly fighting. That is also a fact. We cannot deny it… Yes, they have no victory, but the war continues. The situation is threatening — everyone understands that,” he added.
Claims by Russia about “capturing” settlements
Earlier, Russian forces claimed to have allegedly captured Hlushkivka in the Kharkiv region. The Defense Forces refuted this information. Russian propaganda resources also spread a fake about the alleged capture of Ternuvate — this also turned out to be false.
On February 25, Russians claimed they had allegedly captured Rizhdvianka. However, this information is not true — the settlement remains under the control of the Armed Forces of Ukraine and is located deep within Ukrainian defensive lines.
