Ukraine has already concluded six long-term agreements with international partners within the framework of the new arms initiative, the Drone Deal. More than 20 other countries are actively preparing to join this cooperation model, according to a post by the Secretary of the National Security and Defense Council, Rustem Umerov.

Each such agreement will be valid for ten years, the official stated. Ukraine will not simply sell drones but will share combat experience and deploy joint production facilities abroad.

Official NSDC data indicate a shift in approach to exports. Now, domestic manufacturers will enter global markets.

"The Drone Deal framework is built around four key pillars: Expert security assistance — consultations and analytical support provided by Ukrainian military experts in partner countries. Export of combat-proven solutions. Localization of production in partner countries, including through the Build with Ukraine and Build in Ukraine formats. Special projects — including cybersecurity cooperation, critical infrastructure protection, satellite initiatives, and more," Umerov wrote.

Four areas of cooperation with partners

The new program covers all key areas of modern warfare. The model consists of the following elements:

  • Expert assistance and consultations from Ukrainian military personnel;
  • The sale of technologies proven in real combat;
  • Joint weapons production on the territory of allied countries;
  • Special projects in cyber defense and space.

Such a system benefits all parties. Allies gain a unique Ukrainian experience. Our state attracts resources to develop the defense industry.

"Ukraine’s defense technologies must not only strengthen the capabilities of the Ukrainian Defense Forces but also become a cornerstone of a new security architecture together with our international partners," Umerov emphasized.

Fast export without bureaucracy

Previously, document processing took months, hindering industry development. Now, the Ukrainian government has adopted a special Fast Track resolution for the Drone Deal. Bureaucratic procedures have been significantly simplified.

The processing time for export applications has been reduced threefold: previously, officials reviewed documents for 90 days, but now it will take only 30 days. The new rule applies to goods that are not included in the list of critical products for the front.

What else is known about the Drone Deal program

During his recent visit to Ireland, President Zelenskyy proposed that Dublin participate in the Drone Deal program. Ukraine has already initiated an active dialogue with Ireland on new technologies.

Recently, Latvia officially joined the Drone Deal initiative - an international agreement on cooperation in defense technologies, particularly in the development and production of unmanned systems.

The American drone manufacturer Powerus and the Ukrainian company Swarmer have joined forces to supply drones with swarm control technology to the Pentagon.
