Ukraine's Defense Minister Fedorov outlines three-point war strategy against Russia

Ukraine has developed a three-point plan for conducting a war against Russia, key elements of which are closed skies, economic pressure on Russia, and stabilization of the front, reports Ukrainian Defense Minister Mykhailo Fedorov.
"Russia continues to wage war because it believes it can break us with force and resources. Therefore, the President set a clear task for the Ministry of Defense team — in parallel with diplomacy, strengthen defense in a way that forces the enemy to peace," Fedorov said.
The war plan consists of three specific goals.
Close the sky
Protecting civilians and infrastructure is the top priority. The main goal is to identify 100% of aerial threats in real time and intercept at least 95% of missiles and drones.
"Creation of a multilayer 'small' air defense system and scaling of interceptors has already been launched. Important organizational changes have begun. These are the first steps toward systematic counteraction to Shaheds and stable protection of our cities. When the sky is closed — country functions," Fedorov noted.
Stop the enemy on land, at sea, and in cyberspace
"Front holds thanks to the unquestionable heroism of Ukrainian warriors. The enemy pays for every kilometer of Ukrainian land. In the Donetsk region — 156 soldiers per one square kilometer. Our benchmark — more than 200 killed occupiers per square kilometer," the defense minister emphasized.
According to him, this is the level of losses at which advance becomes impossible, and there is already a specific list of decisions and projects: from improving the procurement system and completing corps reform to transforming training and command systems based on data.
Deprive Russia of economic resources to wage war
"War continues because Russia has money. The source is oil. Russia sells it worldwide through a so-called shadow fleet. War is financed from this budget. If this channel is cut off, resources for war will sharply decrease," Fedorov added.
He also stressed that this requires: strengthening sanctions, coordination with partners, a strategy to counter the shadow fleet, joint actions with partners at sea, so that Russia's budget deficit becomes the largest in history.
Ukraine's defense minister also emphasized that there are already concrete steps to implement this plan:
- Partnerships. Cooperation to achieve record volume of international aid already this year — for purchasing drones, stable payments to military personnel, and strengthening air defense and other defense system needs.
- Technological advantage. It is important to be at least 10 steps ahead of the enemy in every technological cycle and maintain leadership in the war of innovations.
- Mathematics of war. Thanks to the ePoints system through DELTA (Ukrainian military digital battlefield management and analytics platform), the Armed Forces of Ukraine receive high-quality battlefield data.
Earlier, Fedorov noted that during the latest Ukraine Defense Contact Group (UDCG) meeting, partners confirmed the allocation of 38 billion dollars in military aid to Ukraine. Funds will go to drones, air defense, and missiles for Patriot.
