Ukraine receives over €2 billion from EU under Ukraine Facility

Today, December 22, Ukraine received a new tranche of direct budgetary assistance from the European Union in the amount of approximately €2.3 billion. This is part of the Ukraine Facility program, according to the Ministry of Finance of Ukraine.
This is the sixth regular tranche provided for under Pillar I of the Facility. The funds will be used to finance the state's priority social and humanitarian expenditures.
To receive this tranche from the EU, Ukraine has implemented:
- Eight reform steps necessary for the allocation of the sixth tranche
- One step that was already provided for in the fourth tranche.
"Support under the Ukraine Facility is critical to strengthening Ukraine’s macro-financial stability and ensuring the uninterrupted functioning of public administration during the war. The successful completion of more than 60 steps under the Ukraine Plan confirms our commitment to reforms, recovery, and progress toward European Union membership," says Finance Minister Serhii Marchenko.
Ukraine Facility
The Ukraine Facility is a €50 billion financial support program for Ukraine from the EU for the period 2024-2027.
This program aims to ensure the country's macroeconomic stability, reconstruction, modernization, and deepening of Ukraine's European integration.
Since 2024, more than €26.7 billion has already been transferred to Ukraine's state budget under this program; in 2025, more than €10.6 billion will be transferred.
The main document for receiving funds is the Ukraine Plan, which details the list of necessary reforms and indicators.
Support is provided on condition that the agreed reforms are implemented and the principles of democracy and the rule of law are upheld.
Sweden became the first EU country to invest additional funds in the Ukraine Facility program. The amount in question is 3 billion hryvnia, which Ukraine can receive by fulfilling the program's indicators.
The Council of the European Union approved changes to Ukraine's plan under the Ukraine Facility program, which were adopted by the Cabinet of Ministers in August. The update took place as planned.
