EU Council approves changes to Ukraine Facility plan

The Council of the European Union has approved changes to Ukraine’s plan under the Ukraine Facility program, which were adopted by the Cabinet of Ministers in August. The update took place as part of a scheduled review, according to the website of the Ministry of Economy, Environment, and Agriculture of Ukraine.
The ministry reported that the approved amendments concern adjustments to the implementation timelines of certain measures "in line with the logic of reform implementation." It was clarified that Ukraine’s commitments remain unchanged.
According to the statement, work on the updates lasted several months and was carried out jointly with experts from the European Commission, the Directorate-General for Neighbourhood and Enlargement Negotiations (DG NEAR), and Ukraine’s central executive authorities, under the coordination of the Ministry of Economy.
Minister of Economy, Environment, and Agriculture Oleksii Soboliev said that the EU Council’s approval of the revised plan demonstrates partners’ trust and confirms Ukraine’s progress in fulfilling the agreed steps.
"We operate in a dynamic environment, and updating the Plan allows us to account for the real economic context. The approved changes do not alter the essence of the reforms or commitments, but they demonstrate partnership stability and process predictability," he added.
The ministry also stated that Ukraine will continue implementing the plan in full, within the updated timelines agreed with the European Commission.
What is Ukraine Facility
The Ukraine Facility is an EU financial support program providing €50 billion for Ukraine over 2024–2027. It aims to ensure the country’s macroeconomic stability, reconstruction, modernization, and further European integration.
At the end of September, Sweden became the first EU country to contribute additional funds to the program, ₴3 billion, which Ukraine can receive upon meeting the program’s performance indicators.
