Even amid complex geopolitical conditions, Ukraine continues to receive practical support for its healthcare system from international partners whose foreign relations remain multi-vector, according to a publication by the Ministry of Health of Ukraine.

Transfer of medical emergency vehicles

A handover of three specialized CITROËN JUMPER Type C ambulances took place at the Ministry of Health of Ukraine.

The vehicles arrived in Ukraine as humanitarian aid from BI-Group, representing Kazakhstan.

Vehicle equipment

Each ambulance is fully equipped to provide emergency medical care during patient transport. The equipment includes a ventilator, oxygen cylinders, a defibrillator-monitor, capnograph, electrocardiograph, blood pressure monitor, pulse oximeter, glucometer, nebulizer, and other modern devices required for emergency medical teams.

Where ambulances deployed

The ambulances were distributed among three healthcare facilities in the Cherkasy region. The new vehicles were delivered to the Talne Multidisciplinary Hospital, the Cherkasy Regional Cardiology Center, and the Lysianka Territorial Hospital. The total value of the assistance amounted to UAH 9.78 million.

Political context of aid

It is separately emphasized that Kazakhstan’s support for Ukraine is being provided despite the country maintaining working and economic relations with Russia.

In the context of the war, such assistance carries added significance and demonstrates the willingness of certain states to provide practical support to Ukraine regardless of complex foreign policy circumstances.

The initiative was implemented with the support of the Verkhovna Rada of Ukraine deputy group for inter-parliamentary relations with the Republic of Kazakhstan.

Additional background

Since the beginning of the year, around 700 criminal cases have been opened in Kazakhstan against citizens who took part in hostilities against Ukraine on the side of Russian forces. Judicial practice does not differentiate between forms of service: liability applies equally to former members of the Wagner Group and to individuals who signed contracts with the Ministry of Defence of the Russian Federation.

Kazakhstan has introduced a one-year enhanced export control regime aimed exclusively at supplies to Russia, in order to prevent the shipment of dual-use goods and curb sanctions evasion.
