Ukraine received $760 million from Japan and Norway on a non-refundable basis. The funds will be used to partially compensate for state budget expenditures and other expenses, according to the Ministry of Finance of Ukraine.

Ukraine received:

  • $465 million from Japan;
  • $295 million from Norway.

The funds will be used to:

  • compensation for the expenditures of the State Budget of Ukraine not related to the security and defense sector
  • pension payments;
  • payments to employees of the State Emergency Service (SES);
  • salaries for teachers.

"Since the beginning of the full-scale invasion, the Governments of Japan and Norway have repeatedly demonstrated their unwavering support and solidarity for Ukraine. The assistance of international partners is critical for financing the social sector of Ukraine during the war. I am grateful to our partners for their willingness to help and actively cooperate at a crucial time for Ukraine," says Minister of Finance of Ukraine Serhii Marchenko.

In 2024, Ukraine has already received about USD 1.2 billion of external financial assistance from donors through World Bank projects. Almost 75% of this amount is in the form of grants.

Japan's assistance to Ukraine

According to Masato Kanda, Japan's Deputy Minister of Finance for International Affairs, Tokyo will continue to provide timely budget support to Ukraine.

Japan is also expected to provide Ukraine with equipment to help the energy sector.

On February 16, it became known that the State Budget of Ukraine received part of a $49.4 million grant from the Government of Japan under the World Bank's Housing Opportunities for People's Empowerment (HOPE) project.

Norway's assistance to Ukraine

Recently, the Norwegian government decided to allow direct sales of arms and defense products from the Norwegian defense industry to Ukraine's defense authorities. This policy change came into effect on January 1, 2024.

In October, Norway announced financial assistance for demining in Ukraine. The amount is $18.5 million.

Kyiv has also recently started negotiations with Oslo on a bilateral security agreement.
