Ukraine will first seek dual citizenship agreements with countries that host large Ukrainian communities, President Volodymyr Zelenskyy said during a meeting with Ukrainian ambassadors.

The head of the Ukrainian state reminded that the Verkhovna Rada, Ukraine's parliament, recently passed a law allowing Ukrainians to hold multiple citizenships.

"We will gradually determine the list of countries with which the necessary procedures will be launched. I was thinking of starting with countries where the largest numbers of Ukrainians live today. These are primarily countries like Germany, Poland, Czechia, and the Baltic states," Zelenskyy said.

According to him, the final list of countries will be decided in consultation with Prime Minister Yulia Svyrydenko, Foreign Minister Andrii Sybiha, and Parliament Speaker Ruslan Stefanchuk.

He added that Ukraine also plans to negotiate dual citizenship agreements with Canada and other countries that not only host large Ukrainian communities but have shown strong support for Ukraine.

"This is also an important factor — countries that have traditionally stood with us, supported us, and remain warm and important to Ukraine," he emphasized.

Dual citizenship

On July 15, Ukrainian President Volodymyr Zelenskyy signed a law allowing multiple citizenships.

The legislation stipulates that the list of countries eligible for dual citizenship agreements will be determined based on Ukraine's national security and interests.
