Ukraine must involve private sector in recovery efforts now – MP

Ukraine must start negotiations on post-war recovery in advance to align approaches with European partners and involve not only government institutions but also the private sector in the process, states Ukrainian member of Parliament, secretary of the National Investment Council of Ukraine Halyna Yanchenko during the Eastern Europe 2025: Protecting the region from blended threats conference held in Rome.
According to Yanchenko, recovery planning should go hand in hand with the search for a shared vision, financial tools, and the development of cooperation with European countries and institutions.
Despite the ongoing war, Ukraine remains attractive to investors, and some sectors have even become more promising than they were before the full-scale invasion, the MP noted. She identified three key sectors for investment:
Defense industry: Yanchenko emphasized the importance of involving international financial institutions in this area. The European Investment Bank has already started working with dual-use production within the EU, and Ukraine hopes to be included in similar programs in the near future.
Construction materials: She believes that Italian companies, in particular, could significantly step up their engagement in this sector, especially with the support of the Italian government and the CDP (Cassa Depositi e Prestiti).
Energy: With much of Ukraine’s Soviet-era energy infrastructure destroyed by Russia, the country is shifting toward a decentralized energy model, which will require significant investments in modern solutions, especially from the private sector.
“Investments are happening. The domestic market is functioning. Opportunities exist. And we are inviting the private sector to build partnerships and join Ukraine’s recovery,” Yanchenko said.
In her view, now is the right time to start identifying local partners, engaging in dialogue with Ukrainian and European investment banks, and exploring promising locations and sectors for investment.
The Ukraine Recovery Conference (URC) will take place in Rome on July 10–11, 2025. This will be the fourth international recovery conference since the beginning of Russia’s full-scale invasion of Ukraine. The event continues a series of high-level annual meetings aimed at mobilizing political, economic, and technical support for Ukraine’s rapid recovery and long-term reconstruction.
