Last year, Ukraine improved its score in the Corruption Perceptions Index by one point and now ranks 104th out of 182 countries worldwide, according to the National Agency for Corruption Prevention.

Ukraine now has 36 points in the CPI. Three factors influenced Ukraine's progress:

  • preserving the independence of anti-corruption bodies;
  • implementing the State Anti-Corruption Program until 2025;
  • developing a new anti-corruption strategy for the next five years.

In addition, whistleblowers received their first rewards based on court decisions, the lobbying institute began its work, and the reform of the management of seized assets took place. At the same time, there were numerous exposés of corruption crimes and an increase in the number of convictions of top officials.

Since 2013, Ukraine has progressed by +11 points, rising from 144th place in the ranking (+40 positions). At the same time, most countries in the world are deteriorating or at least not improving their CPI scores.

Improvement in indicators during war

Ukraine remains the only country in the world to improve its anti-corruption indicators in the context of a full-scale war. Since the start of the Russian invasion, the country has added 4 points to the Index compared to 2021.

The CPI is scored on a scale of 0 to 100 points. Where 0 is total corruption, which effectively replaces state institutions, and 100 is its complete absence in the life of the country.

The State Bureau of Investigation exposed a corruption scheme during the supply of food to the Armed Forces of Ukraine in the Dnipropetrovsk region. The military was supplied with rotten vegetables and fruits, for which they received millions in kickbacks.

In one of the military units in the Donetsk region, law enforcement officers exposed a criminal organization that embezzled more than 47 million hryvnias allocated for the purchase of drones.
