Ukraine will soon roll out its first state-owned artificial intelligence infrastructure, branded AI Factory, announces Mykhailo Fedorov, First Deputy Prime Minister and Minister of Digital Transformation of Ukraine.

"Our mission is to enter the top 3 countries in terms of AI development and implementation by 2030. One of the key factors for achieving this is the availability of infrastructure on which AI services will operate: computing clusters, data storage, etc," said Fedorov.

According to him, the AI Factory project is Ukraine's first major step toward building technical infrastructure for artificial intelligence. Soon, the most advanced hardware and software in the world for training and operating state AI services will appear in Ukraine.

"Requests in state AI services will be processed faster, and most importantly, our data will remain within the country. This is critically important for Ukraine's technological security," the Deputy Prime Minister added.

He also noted that key government AI services will operate on the AI Factory. First and foremost, an AI assistant will debut in Diia (Ukraine's digital public services platform), and in the future, the project will support defense, science, and healthcare.

AI Factory is:

  • Technological base. Computing clusters (GPUs), server rooms with water cooling, data storage, and everything necessary to fully launch AI.
  • Software. Environments for training and deploying models, interfaces for data preparation, monitoring, and automation.
  • Data. Integration with registries, tools for data cleaning, annotation, and transfer — everything to ensure models have access to high-quality information.
  • Team expertise. Training programs for technical specialists who will develop and implement AI products for the state and defense sector.
  • Own infrastructure is the foundation of Ukraine’s AI sovereignty, enabling the secure deployment of AI products for citizens, defense forces, and the public sector.

AI integration in Ukraine

Earlier, Fedorov stated that artificial intelligence would make it possible to remove drone operators from the battlefield. Achieving full autonomy for drones may require years of development and investment. However, AI technologies are already being actively integrated into military technologies.

A digital agent based on artificial intelligence will appear on the Diia portal. It will respond to common questions and help users access services more quickly and without the need for human operators.
