Ukraine imposed sanctions on Rosneft and Lukoil, Zelenskyy announced

Ukraine has imposed sanctions on Rosneft, Lukoil, and Russians involved in the systematic killing of Ukrainians using drones, according to a post on President Volodymyr Zelenskyy's Telegram.
"We continue our sanctions work. Today we have two new decisions. Ukraine has synchronized its sanctions with the United States, imposing restrictions on Rosneft, its enterprises, and companies within the Lukoil group," Zelenskyy said.
He added that these measures are already significantly hitting Russia’s war machine financially, and that the work must continue.
"Ukraine is also imposing sanctions on Russian killers who organize the systematic destruction of Ukrainians with drones," the president added.
Zelenskyy outlined key sanctions priorities through the end of the year: further alignment with partners, preparation of the EU’s 20th sanctions package, and tightening restrictions on Russia’s shadow fleet, military production, collaborators, and propagandists.
Details of the new sanctions package
The presidential website notes that Zelenskyy signed two decrees implementing decisions of Ukraine's National Security and Defense Council. They concern aligning sanctions with the US and restricting individuals and entities involved in the production and operation of various Russian drones.
As part of the US-synchronized package, Ukraine sanctioned 26 Russian legal entities linked to the energy sector.
The second decree imposes sanctions on 36 individuals and 13 legal entities connected to the production, training, and operation of Russian drones, including those involved with the Rubikon criminal center, which tests new weapons and participates in combat against Ukraine.
Sanctions also target Russian companies involved in the development and manufacture of reconnaissance and strike UAVs, FPV drones, and unmanned aviation systems.
In October, the US announced sanctions on Russia's two largest oil companies, Rosneft and Lukoil, aiming to pressure Putin into negotiating with Ukraine. The new US restrictions cover not only these main companies but also 36 subsidiaries.
Russian President Vladimir Putin has reportedly considered unpopular measures, including tax hikes, in response to the US sanctions on oil companies, signaling major economic strain in Russia.
