Active efforts are underway with international partners, businesses, and local authorities to increase capacity before the next winter by installing distributed generation locally, stated Minister of Energy Herman Halushchenko.

"Locations across the country have been identified for the installation of gas turbines and gas reciprocating units to meet critical electricity needs during cold periods," said the Minister during a meeting with Arthur Lorkowski, Director of the Energy Community Secretariat.

The parties discussed the possibility of purchasing necessary equipment using funds from Ukraine's Energy Support Fund, established in spring 2022. Currently, the total contributions (transferred and announced) to the Fund amount to over 545 million euros.

According to Arthur Lorkowski, additional contributions from donors to the Fund are expected following the Berlin Conference on Ukraine's Reconstruction.

Logistics issues related to the supply of energy equipment to Ukraine from partner countries, as well as the protection of energy facilities, were discussed during the meeting.

Furthermore, discussions included the further integration of Ukraine's electricity market into the European market and legislative initiatives critical for its implementation.

As a result of Russian attacks in Ukraine, 9 GW of capacity was destroyed, leading to power cuts for residential and business sectors in spring 2024. Restoring electricity production capacity in Ukraine through distributed generation requires billions of dollars, as the cost to restore 1 MW of capacity is approximately 1 million dollars.
