Brussels held talks on Ukraine's Prosperity Plan, investment, and 2027 funding on Wednesday, November 4, according to a statement from Foreign Intelligence Service of Ukraine chief Rustem Umerov.

The first meeting focused on Ukraine's Prosperity Plan—a key document that will shape the country's postwar reconstruction, investment attraction, and economic development.

"We worked with representatives of the European Commission, the US, the UK, France, Germany, NATO, the World Bank, and BlackRock. On the Ukrainian side, the teams from the Ministry of Economy, Ministry of Finance, Ministry of Defense, and the President's Office were involved," Umerov said.

He noted that substantive work on the document is underway and added that the participants had already agreed on specific next steps and deadlines. Further details will be made public later.

Funding for 2027

The second meeting focused on Ukraine's 2027 funding. Representatives of the Ministry of Defense, Ministry of Finance, and the President's Office presented partners with detailed estimates for the coming year, including:

  • Total amount of resources needed

  • Funding gap that needs to be covered

  • Possible sources of funding to meet these needs.

"We also discussed threats posed by Russia to Ukraine and all of Europe, as well as joint steps to counter them," the head of the Foreign Intelligence Service said.

New security architecture for Europe

Umerov said work with partners would continue tomorrow, with the sides focusing on security guarantees for Ukraine.

"This is about more than just the security of our country. It is also about a new security architecture for all of Europe after the war. Ukraine is an integral part of it. After all, without Ukraine's long-term security, Europe's long-term security is impossible," he stressed.

Earlier, The New York Times reported that the Trump administration was trying to persuade Ukraine to accept a peace deal with Russia that could involve territorial concessions in Donbas. In return, Washington is offering Kyiv potential economic benefits.

Umerov also warned about attempts by unidentified individuals to obtain information about Ukraine's new diplomatic initiatives and talks with international partners on ending the war.
