It is currently too early to discuss specific details regarding a potential troop deployment to Ukraine. Those plans depend on the conditions of peace in the country, stated the Chiefs of Defense of France and the United Kingdom, General Thierry Burkhard and Admiral Sir Antony Radakin.

They explained that planning is underway to address a range of possible peace scenarios, and that the concept of a deployment plan is very broad. It includes projections for the involvement of various components in airspace, land, and sea.

Burkhard also noted that President Volodymyr Zelenskyy had expressed gratitude to both France and the UK for their support. At the same time, Zelenskyy appealed to 30 other nations that are part of the Coalition of the Willing.

He emphasized that discussions of concrete plans are premature without clarity on the final terms of peace, but said that the military is already preparing to adapt to different outcomes. Based on conversations with Ukrainian officials, he noted that Ukraine seeks peace, and that is why Russia must end its aggression.

When asked whether the plan envisions the involvement of ground, naval, and air forces, Radakin confirmed it does. He explained that the goal is to enable Ukraine to begin a new life as a peaceful nation, to rebuild its economy, secure its skies, waters, and borders, and ensure that Ukrainian citizens can feel confident and safe in their country and its future. He described this as the central focus of military planning efforts.

Burkhard said that the idea of a contingent plan is broad in scope. He said it involves forecasting the involvement of various components, in the airspace, on land and at sea, as well as fully rebuilding Ukraine’s Armed Forces and strengthening their capabilities. According to him, a strong Ukrainian military is the country’s best guarantee of security.

Coalition of the Willing

The Coalition of the Willing is a group of European countries that have agreed to provide support to Ukraine in its full-scale war with Russia. One of the main initiatives of this alliance is the potential deployment of a peacekeeping contingent to Ukraine.

The formation of the coalition was announced by UK Prime Minister Keir Starmer on March 2, 2025.

In recent days, representatives of the coalition gathered in Kyiv for a meeting. Further information about that meeting is also available in the material by RBC-Ukraine.
