The ongoing armed conflict between Israel and Iran presents both challenges and opportunities for Russia. Moscow may use the regional tensions to divert attention from its own aggression against Ukraine, the UK Ministry of Defense reports.

The situation also creates strategic risks related to Russia's partnership with Iran and the supply of military equipment.

No formal obligations from Russia to Iran

Russia is not obligated to provide military assistance to Iran in its conflict with Israel. The Comprehensive Strategic Partnership Agreement signed between Moscow and Tehran in January 2025 covers cooperation in the fields of defense and security but does not include any clause on mutual military defense.

This is different from the agreements Russia has signed with North Korea and Belarus, which include more specific obligations, the UK Ministry of Defense noted.

Russia sees political benefit in escalation

According to British intelligence, Moscow almost certainly views the conflict as a way to shift international attention away from the war against Ukraine. Amid a prolonged conflict with Kyiv, this could be perceived as a strategic advantage on the diplomatic front.

"However, gains in the information space do not compensate for losses in supply lines," the statement says.

Threat to future supplies of Iranian weapons

The continuation of the conflict is highly likely to negatively affect future deliveries of Iranian weapons to Russia. Iran has already supplied Moscow with large numbers of one-way attack uncrewed aerial systems, supported local production of Russian drones, and provided artillery ammunition, according to the report.

"If tensions continue to rise, Russia may face a serious shortage of strategic Iranian weapons needed to sustain the war in Ukraine," the UK Ministry of Defense warned.

Strikes on Iran

On the night of June 13, Israel launched a large-scale airstrike on Iranian territory. The targets included facilities linked to Iran's nuclear program, missile systems, and military bases. Israel eliminated Iran's air defense system and continues to bomb military targets.

Media reports stated that US President Donald Trump gave the green light to plans for a strike on Iran, though he has not yet issued a final order.
