Background
On Thursday, October 9, a Russian submarine surfaced off the coast of France. In response to the incident, the Alliance declared its readiness to defend itself. The submarine was observed by a French Navy frigate.
Later, NATO Secretary General Mark Rutte ridiculed the technical condition of the Russian submarine fleet. In particular, he called one of the Russian submarines broken and joked that it was limping home.
Rutte's statement refers to the Russian diesel submarine Novorossiysk, which was recently spotted off the coast of France. Russia claimed that the submarine was not malfunctioning and had surfaced to comply with navigation rules.
At the same time, the Dutch authorities reported that the Novorossiysk had been seen being towed in the North Sea, which contradicts the Russian statement.
