In Ukraine, on October 24, the military Starlink service resumed operations at a speed of 161 km/h (100 MPH), according to the Ukrainian Ministry of Defense.

As of the morning of October 24, the Ukrainian Defense Forces and specialists from the Ministry of Defense have observed that Starlink/Starshield has begun operating at speeds exceeding 161 km/h.

"We are continuing to monitor and conduct tests at higher speeds, determine the upper limits, and ascertain the extent to which this communication system has actually resumed operations," sources at the Ministry say.

On October 23, Dmytro Lytvyn, an adviser to the President of Ukraine, reported that restrictions on the military version of Starlink remained in place in Ukraine, despite US President Donald Trump's statement that they had been lifted.

The Wall Street Journal reported that Trump had called Elon Musk and asked him to lift the restrictions on the military version of Starlink in Ukraine.

According to the agency, immediately after the conversation, the system began operating more normally, and Ukrainian officials confirmed an increase in terminal speeds.
