Ukraine has received official confirmation that the Special Tribunal for the crime of Russia’s aggression against Ukraine will be based in The Hague, Ukrainian Foreign Minister Andrii Sybiha said.

The Hague was confirmed as the tribunal headquarters

According to Sybiha, the Dutch side has officially confirmed that the Special Tribunal on the crime of aggression against Ukraine will be headquartered in The Hague.

The decision marks another step toward the institutional establishment of the future international justice body. The minister stressed that the process of creating the tribunal is now moving from discussions to a practical phase.

"Today, we received clear confirmation that the tribunal will be based in The Hague. The Dutch side officially confirmed this to us. This also proves that the creation of the tribunal is no longer an abstract idea, but a concrete mechanism, and those responsible for the crime of aggression will inevitably be held accountable," Sybiha said.

International support for the initiative

The Ukrainian Foreign Minister said the approval in Chisinau of an agreement to establish a steering committee became an important step in building the legal framework for the future tribunal.

According to him, 37 participants from countries across three continents have already joined the initiative.

Growing international participation

Andrii Sybiha noted that the geography of participating countries continues to expand. Ukraine expects additional partners to join the process of creating the international mechanism aimed at ensuring accountability for the crime of aggression.

Earlier, Sybiha stated that one day of war with Russia costs Ukraine approximately $450 million. According to him, 2026 could become a key year for achieving peace, although such a process would be impossible without US involvement.

Sybiha also said that Kyiv’s key condition for any potential peace agreement with Russia is the rejection of territorial concessions along the current front line. According to him, Ukraine is not considering transferring or exchanging its territories as part of any possible settlement.
