On the morning of November 13, in the Kharkiv region, a Russian drone attacked civilians who were traveling to receive pensions and humanitarian aid. Three people were killed and one was wounded, according to the Kharkiv Regional Prosecutor's Office.

This morning, a group of people set off on three homemade motorized tractors to the village of Borova to receive their pensions and humanitarian aid.

Near the village of Novoplatonivka in the Izium district, one of the motor blocks was hit by a Russian FPV drone.

"Two women died at the scene, and another man died on the way to the hospital. One person was injured," the agency adds.

Law enforcement officers are investigating all the circumstances of yet another Russian attack against the civilian population and are collecting evidence of a war crime.

Prosecutors in the Kharkiv region have launched a pre-trial investigation into this incident under Part 2 of Article 438 of the Criminal Code of Ukraine (violation of the laws and customs of war, resulting in the death of people).

Russian strikes on civilians in Kharkiv region

Russian troops recently attacked two civilians with a drone as they were walking along a road under a white flag in Kruhliakivka. This happened on November 3, 2025.

In October, in the temporarily occupied part of the Kharkiv region, a Russian soldier opened fire in the entrance of a high-rise building. He killed three civilians.

The Ukrainian Defense Forces also released an intercepted radio communication between Russian military personnel in the Kupiansk area, which recorded an order to shoot an unarmed civilian.
