Russian oil refineries in Kstovo and Ust-Luga shut down after Ukrainian strikes

The Ukrainian Defense Forces have confirmed that two major oil refining facilities in Russia have halted operations. These are the LUKOIL-Nizhegorodnefteorgsintez refinery in Kstovo and the NOVATEK-Ust-Luga complex, according to the General Staff of the Armed Forces of Ukraine.
Shutdowns
Based on an analysis of additional data, Ukraine's General Staff confirms the shutdown of the LUKOIL-Nizhegorodnefteorgsintez oil refinery in Kstovo, Nizhny Novgorod region. The facility was struck on August 26.
The shutdown of the NOVATEK-Ust-Luga complex in the village of Slobodka, Leningrad region, has also been confirmed.
What was hit at NOVATEK-Ust-Luga
According to Ukraine's General Staff, during the strike on September 1, pipelines between the oil delivery pumping station and the storage tanks were hit, resulting in a spill of petroleum products covering an area of 200 square meters. The primary gas condensate processing unit and two columns of the hydrocracking unit were also hit.
In addition, a pipeline fire was reported in the tank farm, resulting in a spill of petroleum products covering an area of 250 square meters.
Ukraine's General Staff emphasizes that both facilities are involved in meeting the needs of the Russian armed forces.
The LUKOIL-Nizhegorodnefteorgsintez oil refinery in Kstovo ranks among the top five largest in Russia and is regularly targeted by the Ukrainian Armed Forces.
Back in July, the Ukrainian Armed Forces struck this facility—at that time, a primary oil refining unit was hit, and the distance from the border to the target was approximately 800 kilometers.
