Russia uses al-Qaeda tactics for terrorist acts in Ukraine

The Russian regime, by carrying out double terrorist attacks in Ukrainian cities, is taking inspiration from the terrorist organization al-Qaeda, which originally developed this tactic, said Artem Dekhtiarenko, spokesperson for the Security Service of Ukraine, in a comment to RBC-Ukraine.
Dekhtiarenko reminded that the Russian terrorist attack in Lviv is essentially a repetition of al-Qaeda’s tactic. The Islamist terrorist organization had developed the "double explosion" tactic to maximize the number of casualties.
Russia is following the example of this terrorist organization. The operation to carry out these attacks was sanctioned by Russian leader Vladimir Putin back in 2023.
"In 2023, Putin sanctioned the implementation of the so-called Sabotage Noise plan. The goal of this plan is to scale up terrorist attacks, arson, and sabotage across the entire territory of Ukraine. In this way, the Russians are trying to spread panic, destabilize the situation in our country, and undermine society from within," he explained.
According to Dekhtiarenko, Russia is trying to recruit Ukrainian citizens online to carry out terrorist attacks. To counter this, the Security Service of Ukraine (SBU) and the National Police have been running a continuous information campaign called "Expose the FSB Agent" since 2024.
"This is a multi-format work aimed at warning Ukrainians about the danger. There is also a chatbot with the same name, where Ukrainians can report attempts to recruit them. So far, it has received over 18,000 reports," Dekhtiarenko said.
The SBU is also strengthening counterintelligence work and taking proactive measures. Thanks to this, it is possible to prevent approximately 80% of terrorist attacks, arson, and sabotage.
"But the vigilance of citizens themselves is also important. Therefore, I take this opportunity to urge Ukrainians to remain alert, practice information hygiene, and be cautious in their contacts with unknown individuals," Dekhtiarenko added, calling on people to immediately report any recruitment attempts to the SBU.
Russian terrorist attacks in Ukraine
In the past few days, Ukraine has been shaken by a series of Russian-ordered terrorist attacks targeting law enforcement officers in Lviv, Mykolaiv, and Dnipro. The explosions killed a patrol police officer, injured over 30 personnel, and caused damage to buildings and equipment.
In Lviv, on the night of February 22, an explosion occurred near one of the city’s shopping centers. The attack killed a 23-year-old police officer and injured 25 people. Explosions also took place in Dnipro at a police station (no casualties) and in Mykolaiv at a police parking lot, where seven officers were injured.
