Russia will pay its citizens to relocate to temporarily occupied territories of Ukraine, including parts of Donetsk, Luhansk, Zaporizhzhia, Kherson regions, and the Crimean Peninsula, according to the National Resistance Center (NRC).

The relevant decree providing for such social guarantees was issued by Russian President Vladimir Putin. Russian citizens are promised payments between 3 to 5 million rubles, with the condition that they must bring their families along.

"These payments are primarily promised to seconded specialists who bring their entire family with them," the report states.

The NRC notes that the most in-demand workers for the occupation administrations are those who can build defensive positions or transport cargo. Additionally, construction workers are needed for the reconstruction of infrastructure in occupied Ukrainian cities that was destroyed by Russian forces.

The National Resistance Center added that the enemy still cannot complete the formation of occupation administrations in the temporarily occupied territories, as previously reported. Currently, they are searching for collaborators to work in these administrations and other fake structures.

It’s worth noting that Russia is also struggling with a severe shortage of personnel. Occupied Ukrainian territories lack teachers, utility workers, and doctors
