Russian President Vladimir Putin and the army continue to use Kostiantynivka for brutal attacks on the civilian population: Russian troops use strike FPV drones daily in residential neighborhoods of the city, targeting civilians and volunteers involved in evacuating residents from dangerous areas.

At a pre-New Year meeting of Russia's State Council on December 25, President Putin stated that territorial claims on Donbas would be maintained and refused to discuss the return of the Kramatorsk–Kostiantynivka–Sloviansk hub, while focusing the meeting primarily on negotiations with the United States and Ukraine on a peace plan.
