Russia is forced to increase payments to "volunteers" due to a severe shortage of new recruits. According to the Ukrainian Intelligence Directorate (HUR) on Telegram, the Kremlin is attempting to compensate for losses with money.

Russian authorities continue to increase financial incentives to recruit contract soldiers for the war against Ukraine.

According to HUR, in several regions, payments for signing the first contract have risen to over 2 million rubles, and in the Samara region, this amount has reached nearly 4 million rubles.

The primary target audience for "volunteers" consists of individuals in difficult financial situations and radicalized youth who are easily swayed by propaganda.

Despite substantial financial bonuses, the Kremlin is facing increasing difficulties in replenishing its military units.

The Ukrainian Military Intelligence Directorate (HUR) notes that the regular increase in payments indicates a severe shortage of volunteers.

"The aggressor state's government is finding it increasingly difficult to recruit enough people to fight, even for substantial amounts of money," the report stated.

It is also worth noting that partisans have documented constant pressure on people of "non-Russian" nationality at the military enlistment office in St. Petersburg.

According to ATESH, particular harshness is shown towards Dagestanis, Buryats, Tuvans, and Uzbeks recruited to the army at the recruitment office on Sizova Avenue.

According to Ukrainian intelligence, Russian occupation authorities carried out compulsory conscription for military service between October 1 and December 31, 2024, among residents of the temporarily occupied territories in the Kherson and Zaporizhzhia regions. Military intelligence reports indicate that during this period, the enemy drafted about 300 local residents into the Russian army.

Earlier, the Ukrainian National Resistance Center revealed the disruption of Russian mobilization plans in the occupied territories of Ukraine.
