Russia fails to return to UN Human Rights Council
Russia failed to re-elect itself to the United Nations Human Rights Council through secret voting, according to Ukraine's Permanent Representative to the UN, Sergiy Kyslytsya.
Russia competed against Albania and Bulgaria for two seats on the United Nations Human Rights Council for the period from 2024 to 2026. These seats were reserved for countries from Central and Eastern Europe. Candidates were selected through secret voting.
According to Kyslytsya, Bulgaria received 160 votes of support, Albania received 123 votes, while Russia received 83 votes in its favor.

Russia seeks to rejoin the United Nations Human Rights Council in future elections. It was excluded from the council last year due to its actions in the conflict with Ukraine. In late September, the BBC obtained a copy of a document in which Russia promised UN members to find "adequate solutions to human rights issues."
The U.S. State Department noted that Russia's desire to be a member of the UN Human Rights Council was inconsistent with its actions in Ukraine.
