US Secretary of State Marco Rubio called for a clear distinction between a ceasefire in Ukraine and a final peace agreement. He emphasized the importance of discussing security guarantees for Ukraine during peace talks, The Guardian reports.

Rubio stated that the issue of security guarantees for Ukraine must be discussed in final peace negotiations, acknowledging that "every country in the world has a right to security, to defend itself, to protect its territory."

He added that peace talks should involve not only the US but also the EU, which "imposed significant sanctions" against Russia.

However, he warned against "putting everything ahead of itself," as the first step should be a temporary ceasefire to create space for negotiations.

Security guarantees for Ukraine

Earlier, US National Security Advisor Mike Waltz stated that President Donald Trump wants to end Russia’s war against Ukraine, but the issue of security guarantees will be left to Europe.

Trump mentioned that he does not want to provide Ukraine with security guarantees until the war ends. He noted that his priorities differ from Europe’s.

UK Prime Minister Keir Starmer emphasized that security guarantees from the US are the only effective way to deter Russia from launching another attack on Ukraine.

Meanwhile, NATO Secretary General Mark Rutte, after an emergency summit in Paris, expressed Europe’s readiness to take the lead on providing security guarantees for Ukraine.

Recently, it was revealed that about 15 countries are willing to provide security guarantees to Ukraine. These nations now need to distribute the responsibilities.
