Rubio reveals details of CIA director's secret visit to Moscow

Ensuring communication channels between US and Russian intelligence services remain open is critical to preventing escalation during major crises and conflicts, US Secretary of State Marco Rubio said, according to Bloomberg.
Details of the visit and Washington’s position
According to the Secretary of State, CIA Director John Ratcliffe’s surprise trip to Moscow was largely routine.
"His visit there was largely routine, in that sense of just establishing and continue to build these intel-to-intel communication channels. Those things can prove useful in a time of crisis or conflict," Rubio said.
Patriot production and the situation in Ukraine
The secretary of state also addressed the protection of Ukrainian cities from ongoing attacks and the supply of air defense systems:
- A licensing agreement with Ukraine that would allow it to produce Patriot missiles independently is currently under discussion.
- Reaching the agreement is not an immediate solution to meet Ukraine’s current air defense needs.
- The US has to take its own defense needs into account, so it also expects help from other allies that have the necessary munitions.
CIA director’s visit to Moscow
CIA Director John Ratcliffe made an unannounced visit to the Russian capital on August 25.
The Kremlin says the US official did not meet with Russian President Vladimir Putin.
US President Donald Trump previously hinted that the war in Ukraine was discussed during the talks, stressing Washington’s desire to end the fighting as soon as possible.
At the same time, the US continues to look for ways to strengthen Ukraine’s air defenses amid daily attacks on Kyiv and other cities.
As previously reported, CIA Director John Ratcliffe visited Moscow in late August 2026.
Media reports later emerged that Putin had canceled a meeting with the CIA chief at the last minute after receiving his bleak assessment of the state of Russian forces in the war against Ukraine.
The Kremlin later responded to the reports and explained why Putin did not meet with the CIA director during his visit to Russia.
